This paper proposes the establishment of an African Virtual Community College (AVCC) which uses the power of information communications technologies to overcome the financial, physical and informational barriers preventing increased access to higher education in several African countries. AVCC will utilize new technologies as the central media of its educational and training programs. This paper outlines the assumptions underpinning the AVCC model, its components and its advantages over existing educational models.Downloads
